Shen Changyu Leads Delegation to Second China-Central Asia Intellectual Property Office Heads Meeting

Astana, Kazakhstan, June 17, 2025 — The Second China-Central Asia Intellectual Property Office Heads Meeting was held in Astana, Kazakhstan. Shen Changyu, Commissioner of the China National Intellectual Property Administration (CNIPA), led the Chinese delegation. The meeting was also attended by Botagoz Zhakselekova, Deputy Minister of Justice of the Republic of Kazakhstan; Islambeck Moldinov, First Deputy Director of the Kyrgyz Republic's National Intellectual Property Office; Mirzo Ismoilzoda, Director of the State Patent Information Center of the Republic of Tajikistan; and other respective delegation heads. Representatives from the World Intellectual Property Organization (WIPO) attended as observers.

The meeting reviewed the achievements of China-Central Asia intellectual property cooperation over the past two years and held in-depth discussions on future collaboration. Participants adopted the Joint Statement of the Second China-Central Asia Intellectual Property Office Heads Meeting, identifying four priority areas for cooperation:

  1. Laws, regulations, and strategic planning

  2. Creating a sound business environment

  3. Strengthening capacity building

  4. Deepening digital cooperation

The outcomes of this meeting have been incorporated into the deliverables list of the Second China-Central Asia Summit.

Shen Changyu emphasized that both China and Central Asian countries attach great importance to intellectual property work, with significant potential for cooperation. China stands ready to actively share its valuable experience in advancing intellectual property development. With firmer confidence and more pragmatic actions, China will contribute intellectual property expertise to jointly building a closer China-Central Asia community with a shared future.

During their stay in Kazakhstan, the delegation also participated in an intellectual property exchange forum on "Supporting Business Development and Enhancing Patent Service Quality" hosted by the Kazakh Ministry of Justice. Commissioner Shen Changyu held bilateral talks with Erlan Sarsenbayev, Minister of Justice of Kazakhstan.
