2026 "Intellectual Property Service Miles" Campaign Launched

Recently, the China National Intellectual Property Administration (CNIPA) issued a notice announcing the continued organization of the "Intellectual Property Service Miles" campaign in 2026. Themed "Promoting the Expansion and Quality Improvement of the Intellectual Property Service Industry to Support High-Quality Development and High-Level Opening-Up," the campaign will run for six months from the end of April to the end of October.

The notice requires intellectual property (IP) authorities nationwide to closely follow the directives of the Government Work Report, placing equal emphasis on "capacity expansion" and "quality improvement." With a focus on enhancing the comprehensive application of IP and the capacity of foreign-related IP services, the campaign aims to provide innovation entities and business entities with full-chain, specialized, high-quality IP services, thereby supporting the high-quality development of the real economy and high-level opening-up to the world.

The notice outlines key tasks in three areas. First, focusing on institutionalizing and sustaining the transfer and application of patents to promote the efficient transformation of innovation results, it proposes establishing a regular mechanism for discovering and matching patent transfer needs, smoothing cross-regional patent transfer channels, and strengthening diversified IP financial services. Second, focusing on coordinated IP development and comprehensive application to empower the innovative development of key industries, it proposes enhancing support services such as key industry patent navigation, promoting regional characteristic industries through comprehensive IP application, and deepening the coordinated development of industrial IP. Third, focusing on expanding capacity and improving quality in foreign-related IP services to assist enterprises in better "going global," it proposes strengthening personnel support for foreign-related IP services, promoting grassroots-level foreign-related IP services, and building exchange platforms for foreign-related IP services.

The notice states that all localities should take the "Intellectual Property Service Miles" campaign as an important means to promote the expansion and quality improvement of the IP service industry and support high-quality economic development. Localities should actively coordinate with competent authorities for science, technology, industry, and trade, integrate relevant resources, and form greater synergy.
